Mullein.

I found these growing by the side of the road just a couple miles from our house. The first year they put out a blue-green rosette of hairy leaves that can get up to two feet around; they'll stay green throughout the winter, even under snow, and the second year put out a flower spike six feet or more tall. I took this picture of three eight-foot spikes growing right together by pointing my camera almost straight up.
